The guy in the helmet is Larry Hagman, playing the Major in the movie "Superman."
You would think that the people are looking up in the sky at a bird, or a plane, or, I don't know, Superman maybe? But that would probably be the obvious answer.

It's been awhile since I've seen Superman, but did Lois Lane get knocked off the top of a building by a helicopter or something? So are they watching her fall?
Total guess here.
Yes, and No. This was when the helicopter was hanging off the building but it was just before Lois Lane started to fall. The reason that it wasn't the "obvious choice" is that this picture was taken BEFORE Superman revealed himself, so none of these people know he exists yet. As Lois Lane falls , he zooms up and catches her.
